Thank you for your e-mail.  As mentioned in my previous correspondence,
we have investigated the matter with the Arcadia project team and they
have confirmed that works were modified to address the main points and
concerns raised in the petition.  Overall we felt that the level of
consultation carried out by the Arcadia project team was appropriate and
I would suggest that you continue to liaise with the Arcadia project
team with regard to the specific of the consultation.

        Surely if you become aware that there is an ommitted interest
        in the community, your requirement returns upon HLF to
investigate

        fully investigated the ommissions

        this is not an individual concern but that of 600 petitioners 
        whose interest you discovered omitted from and later 
        entered incorrectly in the CD, 400 people signed the petition         
        for the trees and in 2 afternoons 200 people signed the 
        Petition for the Petition, in continued protest for the trees, 
        with the added protest against the way the petition was 
        being hidden both by LBRUT and by the  HLF

        with out your full investigation and the full recognition of the

        petition you will appear to be complicit with LBRUT in working 
        against the public interest, so we hope it will be forthcoming

correspondence.  My understanding of your email is that your main
concern surrounds the consultation carried out by Arcadia. and HLF's
role in this process.  In particular, that you have specific concerns
about the omission of the petition from the consultation report posted
on Arcadia website and whether the HLF spoke to Arcadia about these
concerns.  I confirm that the Grants Officer did speak to the applicant
following your initial enquiry.  The applicant confirmed that whilst the
petition was not mentioned specifically in the consultation document,
the overall comments were included in the content.

As part of our application process, we require evidence that applicants
have consulted widely within the local community and that they have
taken account of potential objections and worked to remove or reduce
concerns.  Overall we felt the level of consultation carried out for the
Arcadia project was appropriate.

It might be helpful if I clarify the role of HLF as a lottery
distributor.  The primary function of the HLF is to make grants to
applicants who wish to carry out a heritage project.  We monitor the
successful delivery of the project and compliance with the terms upon
which we agreed to fund it.  We are, of course concerned if a member of
the public expresses doubts about the successful delivery of a project,
and we do investigate these concerns.  However, it is the responsibility
of the grantee and not HLF, to determine how best to deliver the project
objectives and how to conduct its relations with members to the public.
